Europe's Coming Constitution
April 1st at the Well's Fargo Room from 4 p.m to 6 p.m
The Convention for the Future of Europe is preparing a Constitution for the
European Union (due in 2004) that will include 25 member countries. This is a historic event that will not only shape
the future of Europe but that will also exert a strong influence on world affairs as well.
Barry Eichengreen (Acting Director of IES) and Gerard Roland (Economics Department) will present a
Centre for Economic Policy Research (CEPR) report they have written jointly with Erik Berglof (Stockhom
School of Economics), Guido Tabellini (Universitá Bocconi) and Charles Wyplosz (Graduate Institute for
International Studies, Geneva). Their report examines many of the complex issues surrounding the momentous
task of drafting a pan-european constitution, such as:
- How should the proper allocation of tasks be handled between the EU
and member states
- How to create a political architecture that will both enhance democratic legitimacy and
ensure executive effectiveness
- What should be the right balance and separation of powers between the
various European institutions
- How to create a Constitution that is built to last and flexible enough to
allow for evolutionary changes in European integration
- How to evaluate all the proposals currently being
discussed at the Convention
